How do I make a Kentucky derby hat?

I'm prevalent to a tea party and need a big derby style hat. I don't want to pay a ton of money so I'd like to choose one. Does anyone have any ideas/suggestions on how to go about doing this?
Find a off the target-brimmed straw hat and lots of decorations you might like, like flowers, phoney birds, etc. Since it's for a tea party, try finding a toy tea set and incorporate that! Also use fabric, gossamer and opaque, and ribbons. Use your imagination!

Hats off to innovation
WHEN Kelly Cavanagh couldn't find hats and fascinators she liked in Gladstone, she pronounced to start making her own.
"I attend a lot of race days and I was having in a mess finding things I liked here," she said.
Ms Cavanagh has been selling her one-off pieces on her eBay stock hatsbykellyanne since 2006.
Her designs have won acclaim across Australia.
Most recently, a hat she made won first place in Fashions on the Fields at Flemington's Sofitel Girls Day Out on September 5.
The milliner also designed the hat that took out The Today Show's Darby Day striving last year.
Training under master milliners like Louise Macdonald, has confirmed Ms Cavanagh an edge.
"When I started, it was feathers and a glue fun," she said.
Now, Ms Cavanagh puts anywhere up to 10 hours into creating legitimate one hand-sewn hat.
Fascinators take much less time - generally only about an hour.
The benefits of selling online are apparent, Ms Cavanagh said.
